中国国际发展研究网络(CIDRN):中国与国际发展讲坛第12期

  201463日下午,由国际发展研究网络(CIDRN)主办的第12期公共讲座在北京昆仑饭店和平厅举行。本次讲座邀请了英国苏塞克斯大学发展研究所(IDS)主任Melissa Leach博士进行主题为构建可持续发展和社会公正的发展路径:跨学科的视角()的公共讲座。同时,讲座由中国现代国际关系研究院非洲研究室主任徐伟忠教授主持并对该主题演讲进行评论和回应。参与此次公共讲座的嘉宾有来自中国国际扶贫中心、日本国际协力机构(JICA)中国代表处、英国国际开发署(DFID)、德国国际合作机构(GIZ)中国代表处、中国国际问题研究所、中国农业大学人文与发展学院等多家机构的60余位嘉宾。

  The Public Event Series No. 12, hosted by China International Development Research network, happened in Kunlun hotel, Beijing, on the afternoon of 3, June, 2014. The invited speaker was Prof. Melissa Leach, Director of the Institute of Development Studies (IDS) at the University of Sussex, who talked about “Constructing Sustainable and Socially-Just Development Pathways: Interdisciplinary Science in Action”. Prof. Xu Weizhong, Deputy Director and Research Fellow, Institute of West Asian and African Studies, China Institutes of Contemporary International Relations, moderated the event and made comments on Melissa’s talk. Altogether over 60 participants from IPRCC, JICA, DFID, GIZ, China Institute of International Studies, China Agricultural University and other academic and research institutions attended the event.

  Melissa Leach博士有着丰富的发展研究经历并且在2006-2014年创建和领导了ESRC STEPS中心(社会,技术和环境可持续发展路径)。在过去的三十年里,她一直积极参与田野调查,熟练掌握四门非洲语言,并开展广泛的跨学科研究,致力于将历史、生态和科学技术等多学科的研究方法融入人类学研究,并与林业、农业和医学科学家共同开展工作。

  As a Professorial Fellow of IDS,Prof. Melissa Leach founded and directed the ESRC STEPS (Social, Technological and Environmental Pathways to Sustainability) Centre (www.steps-centre.org) from 2006 to 2014, a global research-policy centre working with core partnerships in Africa, Asia and Latin America. A geographer and social anthropologist, her research in Africa and beyond has integrated social science with science-policy and natural sciences across many environmental, agricultural, health, technology and gender issues.

  在Melissa Leach博士的演讲中,她首先提到了全球可持续发展的挑战,包括快速和复杂的环境变化;科学和政策的公共关注;社会,经济和政治的变化和不稳定性以及贫困、不平等及不公正。接着,她着重介绍ESRC STEPS中心作为应对全球可持续发展危机的专门机构,正在试图提供一种新的路径,一种新的方式去思考和行动,并指导我们去整合跨学科的研究,用以解决可持续发展面临的挑战。之后,Melissa Leach博士介绍了可持续发展概念的演变历史,她指出必须要重新思考可持续发展,在当前的语境下,可持续发展的定义已经成为各个机构的话语优势,这使得可持续发展被牢牢地固定在政治话语范畴中,围绕着它提出的关于“民主”、“正义”和“公民”的争论已经持续了好几个世纪。最后,Melissa Leach博士从可持续发展与知识的政治、权力、叙事、环境和食品安全等多方面展开了讨论。

  In her speech, Melissa first mentioned challenges of sustainability which included quick and complicated environmental changes, instability in social, economic and political changes, poverty, inequality and injustice. She went on to introduce a new “pathways approach”, which, through an appreciation of dynamics, complexity, uncertainty, differing narratives and the values-based aims of sustainability, may address sustainability challenges in today’ s world. Melissa offered the evolution of the sustainability definition and stressed on the importance of rethinking it because sustainability itself has become a dominant discourse of various organizations which has locked sustainable development in the political discourse and generated centuries’ debates on “democracy”, “justice” and “citizen” that had come along with it. Melissa ended her speech by exploring the relations between sustainable development and politics, power, narrative and environment.

  主题演讲结束后,徐伟忠研究员对Melissa Leach博士的演讲表示感谢,并总结了自己从演讲中引发的对一些新观点的思考。同时来自中国国际扶贫中心、日本国际协力机构(JICA)、中国农业大学等机构的听众向Melissa Leach博士提出了如何看待可持续发展被滥用、中国的可持续发展的未来等问题,Melissa Leach博士一一作了回应和解释。

  Dr. Xu Weizhong expressed appreciation of Melissa’s speech afterwards and presented his thinkings on some points make by the latter. Finally the audience from IPRCC, JICA and CAU had a good discussion with Prof. Leach on how to look at abuse of “sustainable development” and the future of sustainable development in China, etc.
